Tom is the director of the National Collaborating Centre for Mental Health (NCCMH), having previously worked as a service manager in mental health services for over a decade. In the NHS, Tom led and was involved in major developments and change programmes across IAPT, community and acute mental health care and managed integrated health and social care teams.

Since working for the NCCMH he has led a number of national programmes in England covering a range of areas, including the development of standards and pathways for early intervention in psychosis services, competence frameworks for self-harm and suicide prevention and guidance on achieving mental health equalities and co-production.

Over the last year, Tom has set up the Mental Health Safety Improvement Programme, a national programme working with every NHS mental health trust in England, which applies a quality improvement approach to complex patient safety problems. This includes a QI collaborative to reduce restrictive practice across 42 mental health wards.
