Bill first worked in the NHS as a ward orderly before studying medicine at Oxford University and training in obstetrics and gynaecology. He became a consultant in public health in 1986. After almost twenty years in public health and NHS management in the north east of England, Bill became Associate Chief Medical Officer in the Department of Health in England.

Following retirement, Bill has been asked to carry out investigations into high-profile service incidents, including children’s heart surgery in Oxford and maternity services in Morecambe Bay.

Bill is currently a member of the Gosport Independent Panel, and is leading investigations into service problems in Liverpool and the death of a baby in the south of England.
